We tried that. It was when part of the US decided to be a confederation, which resulted in the federation invading confederate states. Turns out, it was really easy to just declare yourself the arbiters of justice and the other side the propagators of slavery, strawman all states rights arguments down to slavery, and then enforcing layers of horrific taxes as punishment using your own propaganda as justification.
