The government hasn't had AI for decades. For most of the time machine learning has even been a thing neural networks (the algorithm referred to as "AI") were one of the worst performers in most tasks because limitations in computing and lack of research into the algorithm. Early on it was used by massive financial companies in regards to loan defaults or classifying fraudulent activities.
