It is suspected rosicrucians commissioned the stones. Secret societies like those are very keen on ancient astronomy. As to what this implies, it's up to debate, but personally I believe in a cyclic cataclysm being kept secret.
Secondly, how and when it was destroyed:
It would be extremely hard for a normal person to destroy it the way it was destroyed, it would take a lot of time, resources, and planning, and most people are living pay check to pay check. So it's unlikely a random person did it. The method of destruction is also amazing: it was done at a distance, and the cameras couldn't pick up who did it. What the camera could pick up was the lamppost temporarily flickering seconds before the stones were destroyed. This could be an indication whatever device was used had a lot of explosive power, temporarily shaking the post, or it used some electromagnetic means strong enough to interfere with electricity.
