Why would you need to "fix" it? Maybe in some rural spanish region its a mild problem but Englands native population lowering as long as it was not being replaced by foreigners is most certainly a good thing, we do not need to cram 10x10 year olds in factorys for an industrial revolution anymore, if the younger native population slowly inherits enough from the top-down triangle demographics to become the ownership class, we can freely use automated labour and it actually assist the average person rather than just turn them even more into a "useless eater".
