Yes and no, they blocked the judges that were trying to block the order with lawsuits not indicating an aggrieved party. By this federal judge protecting babies with a class action lawsuit they are declaring the babies, both born and future born, are being legally harmed by this order. By doing this they are arguing that the unborn babies have rights, which is going to be hilarious when they try to make an abortion argument that babies do not have rights.

You can either have Birthright citizenship or you can have abortion, legally you can't have both.

The opinion published last week was in regard to the use of TROs by district court judges to block national policy decisions and entwining people and entities who are not parties to the suit from acting on said polices. Essentially the court concluded district court judges were exceeding their authority as granted by congress and the constitution in doing so. The Court did say if it were a class action a nationwide TRO would be appropriate. The problem here is the class was not properly certified because there was no discovery done. Under the Federal Rules of Civil Procedure the class was not properly certified. This will not survive on appeal. It is activists throwing shit at the wall and praying it sticks because their favorite legal toy got taken away by the Court.

Courts ignore higher court precedents all the time. What usually happens is the lower court's ruling is appealed to a higher court, which then says there's a precedent for this and sets aside the lower court ruling.
Without looking into the details of the SCOTUS ruling and NH ruling, I can't say if the two clash directly or are tangentially related but can say just because there exists a SCOTUS ruling, even a recent one, doesn't mean a lower court won't try to ignore it.
There's no real consequence for this type of behavior other than in theory having too many rulings overturned makes it less likely to be appointed to a higher court. In reality, those overturned rulings can make the judge desired for promotion if the party of their ideology is in charge of the appointment.
