Lets just examine this from a purely political perspective. The jew meme provides the perfect state of exception in a state that has very poorly defined boundaries. In a state where it is unclear who is sovereign order tends to break down. But this is sort of like the most perfect opportunity for an oligarchy to administer themselves as the exception over a class of people who lack autonomy. If those clear boundaries were to ever become resolved, it would immediately challenge the legitimacy that only a special class of people can administer the state of affairs for them. This is actually a very old idea that existed well before judaism, like for example the chaldeans, who practiced a yearly ritual of deposing the king in a humiliating fashion. An oligarchical class is inherently in continuous competition with the king for sovereignty because the king has always been the one to lead "the way" for the people.
