I worked at a place that had lathes that said, "Property of US War Department". Before WWII, the US knew it was going to get involved, and the normal practice of any machinery being available to the highest bidder was disallowed. The War Department had the lathes pass into US government property, and they stayed, right where they were, in a US factory, and used exactly as they were used before. My point is that US policy is not always capitalism, but security first sometimes. Too bad I didn't snag the plaque when the place closed down around 2005.
