because the idea of western individualism doesn't exist to them, they still have the idea of loyalty to the state and nation ingrained in them, especially since their parents grew up in an environment where this was the norm
one thing you have to understand is shared hardship, even if it's created by the state itself, it creates a sense of camaraderie and this is what the rulers can exploit
it's like working in an abusive workplace, you all have the mindset of 'we're all in this together' and you bond over it, so rather than thinking about how absurd the whole system is, you cope by getting through it together
