We should be like China just mirrored. Social freedoms but with brutal taxes. Better than China since we have social security and they don't. We copy China's funding its own industries to grow them idea. Cutting military spending and raising taxes will raise lots of money, okay now we need to create a Office of the Interior that allocates money to building. Either in real estate or large scale projects. Department of Army Engineers will help build bridges and roads. ICE budget immediately goes to these areas IF illegals agreed to be tracked by a chip. If you don't chip you get deported. Now they can all stay to build America and they can get citizenship if they build enough houses. This can at least get us slightly competitive with Chinese growth and lower housing prices by a large amount. Doing enough of these projects helps business environment giving more people more money.

So in summary, far more building, far more taxes. Don't waste money anymore.
