Not exactly, like the gulf state they have a special industry but there's plenty of countries in Africa with tons of oil, gold and diamonds. Botswana actually has had competent leadership for the last decades. Part of it is that they probably are semi-democratic. Their presidents stay elected for 10 years minimum. But at least that gives them a chance to properly make and execute plans instead of being outvoted, but also they don't get complacent like lifelong leaders.
