It means that the Industrial Revolution is like a wave spreading around the world that originated in Britain and then rippled across the globe. As modernization occurs, populations explode. It happened in the West first, and this is why in 1900, whites were some 30% of the global population. Before industrialization, say in the year 1200, whites were a far smaller portion of the global population.
But as industrialization occurred, massive population growth followed due to societies having the capacity to support more people and people still having the peasant mindset about producing as many children as possible.
Now, modernization is occurring outside the West, so their populations boom while the West is in decline demographically.
Eventually, later this century, Africa is estimated to have about four billion people and to make up about 40% of the global population, since what happened in China 40 years ago is now happening there: early stages of modernization and industrialization.
Eventually, all non-Western populations will also begin to shrink as the "modernization wave" that spread around the globe beginning in Britain subsides, but by that time, Westerners will already be a small demographic on the planet.
What's happening with population growth and decline in various regions and countries is just a natural cycle, a mechanical process, that occurs like a stone falling when dropped and ripples in the water spreading outward. It has little to do with human decisions when looked at objectively, since social systems are predictable and operate according to their own laws.
