not feasible to do, its like banning piracy.
what they could do is have GPUs and fast CPUs not be free to purchase, most likely through an artificial shortage where customs will hold these computer parts and redistribute them to compliant parties.
all consumer devices will be simple devices that only have enough processing power to handle networking and security, the rest will all be on the cloud where you cant access it.
this is the best feasible scenario i can come up with, since banning software is almost impossible due to its nature.
