Some amount of the anti-Russia hysteria is a sublimation of contemporary anti-white culture war neurosis, yes. More broadly Russia is envisaged as "racist patriarchal trad chuds", versus us as the multicultural empire of progress and tolerance, in which vein the fight against them is a kind of holy crusade to prove that love wins and hate will always be defeated etc. etc.
