There are certain countries that require quite a bit of cash to migrate into, like Monaco. To migrate into Monaco, you need €500,000 cash to deposit into a Monaco bank (or perhaps up to €1,000,000, as it may depend on the bank). You also need to rent or buy extremely expensive Monaco property, and you need to have a clean criminal record as well as being able to demonstrate the necessary income to provide for yourself (there is no social security in Monaco, and no income tax).

It is impossible for low paid workers to live in Monaco, so people who do service jobs live elsewhere, like Italy, France, etc. and they come into the country work and when they finish their work they leave the country to go back home. But, even then, they need a special permit from the Monaco government to be employed in Monaco.
