If the CCP were to launch an invasion of Taiwan, it would mean that Taiwan had been pushed into a checkmate, with the PLA securing the air superiority and naval dominance it needed around the Taiwan Strait. At that point, only a fool who wants to be hanged would dare to attack the dam.
And even if the dam were destroyed, it wouldn't mean victory over the Chinese. They could lose 100 million and still have over 1 billion left.
