The people in 50-60IQ range territories do not have the capability to maintain any sort of infrastructure. It requires too much trust and planning to have a wire go through a part of a country as it will be torn down and the wire will be melted down to be sold or made into a weapon or a piece of copper jewelry.
At a certain point the damage done to the power lines is so consistent that you can no longer repair it. The usual breaking point is when someone goes to repair the damage and they get attacked by AK-47s or just spears by angry locals who literally do not understand what you are there for and how you repairing that wire could benefit them.
