I dont understand why they have so much extra manpower and cant seem to have a sanitation department, public trash bins or city dumps. They live like rodents among mountains of rotting garbage.

1) Their religion says that you respawn after death, so they devalue apparent reality.
2) After the caste system was undone, a lot of lower castes reveled in no longer being forced to take shitty jobs (ie, sanitation). Since upper castes still don’t want to do those jobs, now there’s no one to do them.
3) Their religion is incredibly malleable and overwhelmingly complex, which leads to divine justification and superstition. If a mutant baby is born due to the toxic environment, they see the baby as a miracle rather than as a consequence. If a grandma was wiped out by a train, it was simply divine punishment, like for past transgressions.
