No it's not 'the only way to solve the birthrate problem'. Also, this isn't the 13th century, military expansion is not as easy as it sounds because of the cost of modern warfare in terms of lives and materiel (see Russia-Ukraine) and because of the economic and political blowback.
Like I said, China is extremely conscious of world sensitivities to its image, especially BRICS and the Global South. They aren't going to go on some Mongolian conquest spree, at least not militarily.
They are trying to achieve economic dominance through the Belt and Road and economic alliances like BRICS.
But then again, we do the same things, plus we are far more military aggressive.

The only people who might believe that China is about to go on some Mongolian medieval conquest across Asia are deluded DC neocons.
