The problem is that companies don't want to lose money with parental leave and being a parent is a 24/7 obligation, in some countries up to 16 years. Like you can't leave a teen watching over their siblings because if the law finds out it's a crime. I mean at this point the problem is known to be a relationship problem as in people can't form relationships they think are good enough for kids(they may be perfectly fine they're just delusional btw.) then let's look at some examples of problems and solutions

Imo the solution is simple compulsion. If a woman can't find a man by 30 to put 3 kids in her then she gets medical checkup and if healthy she gets conscripted and she will give 2-3 births(depending on need) and to make sure the kid doesn't catch the rat race syndrome it's taken away and raised to be menial labourer. Hate or love it this is much less intrusive than just massive round the clock propaganda to make people behave differently on their own, once the conscripted women are pregnant you can even let them out until they need medical attention so it's not even as bad as the draft was for military service.
