In some cultures, people just don't count for much of anything. In other cultures, they count for too much. What is the ultimate cause of this value difference?

The difference lies in the "potential". Somebody born in the West can have the opportunities to aspire to great things, either in a private or public sector. In the East, you're overwhelmingly likely to jusy become another nameless worker drone in the hivemind. Destiny vs Fate.
