Yes, they are cognitively between a child and an adult male in development. Almost like they are meant to be an interface between the small children they squeeze out of their bodies and them mature reproductive male that cares for them to maintain social cohesion. They are physically 20% smaller than men and probably 20% less mentally developed S well. They stop growing about 14-17. No one should be surprised.
