They did this in Italy amd Greece.
Basically first they tell you you can't withdrawal cash. Then they tell you you can't even withdrawal amusing even through electronic transactions. Basically they put a number in your account but don't actually let you do anything with it.

Having cash is useful like almost never. I can imagine a type of economic collapse in which cash matters, but i don't see that happening. In that scenario your cash is likely going to be worth nothing.
