There is asylum right next to kindergarten, full of Iraqi/Syrian/who knows what, males
Turns out the males, while roaming freely, have a tendency to walk out of their housing at the same time when kindergarten empties its kids who head for home

Daycare women have whistles so they can use those to cause noise alerting others into emergency situations
