That doesn't mean it will hold up in court (there could be various problems with the video evidence, blurry, poor camera angles, editing, violation of chain of custody, etc.) If it was a blackmail operation then that could imply entrapment and reduced intent. Sexual crime is hard to convict on anyway, they may not have known the girls were underage or the girls may have consented (are they going to testify against the perpetrators and will their testimonies withstand scrutiny? some of the girls may not be able to be located). In any case, you might have strong enough evidence to prosecute one person, but suppose there are 20+ other perpetrators. The defence team for the guy you prosecute is going to request all the other names get revealed under the legal discovery process and use non-prosecution of others to argue selective prosecution. So, prosecutors need to get a strong case for everyone, not just one or two of the people named on the labels.
