Best I can make out, the epstein client list is basically a tree of USA's real government and not it's rotating stage play carnival government. Basically the USA is an oligarchy of a dozen dudes clothed in a fully-throated Godpower who can do anything for any reason and be immune to law and can select their own replacements.
