In the past there were actual consequences for bad female behavior. However, that also required women to help keep other women in line. Any women who didn't obey the rules were targeted by men AND women. The women who followed the rules didn't want to lose to a woman who broke the rules.
What was required was women being shunned/outcast by both men and women. They lost any privileges in both worlds.
