Socialism can be effective in achieving some goals, like catching up to more advanced countries, like agrarian Russia or China closing the cap in just a few decades, going from 10% to 95% literacy rates, industrialising at a speed capitalism could never offer, providing common folks with their own apartments and such. But after a while meritocracy dies and you end up with a rule of bureaucrats under which everything declines until people or elites revolt
