They are attempts at interpreting the torah. The torah itself explains that there needs to be people to interpret it and make practical laws that people can follow, and it explains how to choose them

Why wouldn't they just use common sense and think not going in to work at place of employment or doing any tasks related to one's day job, and perhaps running errands, and call it a day?
