China won't cave. Russia is too important to throw under the bus. Besides, even if China were to follow the demands of this law, Trump could just jack up the tariffs to 50000% tomorrow for some new made up reason anyway. In fact, he's even more likely to do so once he's sensed weakness in his opponent. There will be no end to the list of demands. So China might as well bite the bullet immediately.
