I don't believe that population control is actually intentional. It's a side effect of pushing women into the workforce, thus creating more competition and pushing down wages, making it impossible for a sole breadwinner to house and feed a family. Which makes starting a family extremely difficult. It's an equation that was going to fail sooner or later, and it's failing now, and immigration is the band-aid they're applying on the rotting and festering system.
