I believe it happened because smart people do exist but they are very rare these days with all the thirdies and nons around. So I believe that you might doubt it if you're young and you've never met a smart person in your life.

I am glad that, as a Chinese, the US has excluded China from participating in any NASA or Western space programs.

China is now successfully running their own program, US/West cannot blackmail China with anything regarding space missions.
