When a state body has the unfettered ability to "legally" access EVERY monitorable interaction a citizen has, we are entering uncharted territory. Unless a significant slice of the population goes off the grid with no smartphones, no digital cash exchange, 100% analog communication, there's no realistic way for anything to grow from seed to realistic insurrection without being intercepted at least and aggressively prosecuted as "treasonous conspirators" more likely
Palantir is the Snowden NSA online footprint monitoring (we weren't really supposed to openly acknowledge) thatched up with every financial and geolocation asset available wrapped up in cutting edge predictive AI that are able to identify "questionable" sections of the population months or more ahead of them even thinking of breaking away from the grand narrative. Probably before those sections even realize it. Palantir used the same datasets in the middle east to detect "unrest" when it was cutting its teeth as a bunch of similar biometric programs.
The only way this could realistically go down is if there's an act of God natural event and resources are so thin that a concentrated and blessed few act during a critical moment when things at the highest level are more exposed than they'd ever be.
