Example: Intentionally setting out $20 unattended around a known or suspected drug addict after being responsible for transporting them to and from the location or providing the resources to facilitate the interaction, then jumping on them when they take the $20.
They wouldn't have committed the crime otherwise especially had the informant not transported them to the location. Police often resort to this when they have no evidence but a POI, they'll try to manufacture something that doesn't exist - they bank on it working for the said retards and it mostly used as a springboard to pursue other charges rather than that $20 (they drop the $20 charge but use gather evidence in other areas) but if it doesn't work then they'll shrug and move on
