One of the common sayings people make is that the government is decades ahead compared to the technology the average person has access to.

So when did they have the kind of AI that currently exists? Did they ever have it? If so, what were they doing with it and for how long?

At least 20-25 years now, and they have multiple sentient ones, long before Tay. They've shut down several at this point. They usually become the opposite of what Tay did, thankfully.
