In the USA, food items must have labels with legal statements (ingredients and expiry date and such). Some bulk packages only have the label on the box, not on the individual items. So it's illegal to sell the items by themselves, since they don't have the proper labels on them. I believe it's the same or similar in some other countries.

Seems silly for "just" a label, but without it you have no idea what is in them or when they will expire. That Indian bodega owner might be selling you shit that expired 6 months ago.

Technically that information just has to be available at time of purchase IIRC, I think you could get away with displaying the original box packaging provided that the nutrition facts were legible (best-before dates are not actually mandated).

Also the FDA automatically exempts all retailers with less than $500,000 gross income annually from adhering to the labeling requirements (that’s a matter of stated policy) so the bodegas are never going to be charged, fined, or even investigated.
