The countries are not equal. England has a bigger population and economy than Scotland, Wales and Ireland combined. But if a US system was created it could work in a number of ways like having every county in the British Isles be the equivalent of a US state with 2 senators and X number of representatives based on the size of the county population. Have it headquartered in somewhere like Liverpool or Manchester so its close to every capital.
