Leopold was cheap and naive. He could have hired Europeans to grow and pick the rubber, but he thought Africans could govern themselves. Even after a native police force was established to counteract the Congolese who were harming other Congolese, that police force would go on to collectively punish rival tribes when European personnel weren't around.
King Leopold employed some Prussian military personnel to bring order to the region, which motivated the British elite to falsify claims against Belgium. Also, the Congo Free State only controlled some parts of the Lower Congo near the river network, and there were no more than 400 Whites in the Congo at any given time.
The Africans' behaviour preceded European contact; Belgians merely documented it while the British elite, many of whom were already Jews, propagandized it against Belgium.
