The amendments to the International Health Regulations (IHR) were formally adopted by WHO on June 1, 2024.
If your country does not object by September 19, 2025, the changes become binding law.
No ratification or parliamentary approval is needed. Silence = consent.
What do these changes include?
- WHO gains the right to declare public health emergencies without consulting the state (Art. 12).
- Introduction of an obligation for national governments to comply with WHO recommendations (Art. 13A and 18 – “recommendations” were changed to “mandatory”).
WHO can impose:testing, vaccinations, quarantines, lockdowns, travel bans
digital health certificates (Art. 23, 35, 36, 44, 45, Annex 6)
States are obliged to combat “health disinformation” – i.e., censor inconvenient information in social media related to vaccines (Annex 1.3.e).
States must share citizens’ health data and finance WHO activities (Art. 44, 44bis, 45).
WHO and its officials are exempt from legal liability (Art. 57 – immunity and inviolability). It means no right to compensation for the consequences of WHO actions such as permanent injury or death being a result of vaccination.
