Because the government serves the material interests of the upper classes first and foremost, who demand an endless stream of cheap, exploitable labor to maximize their profit. Quite simple: when you hire an immigrant you're holding his visa in your hand and he can't say anything if you exploit him. With a citizen if you go too far he might leave or sue you or some shit like that.

As an HR manager, there's a big skill gap. Zoomers are coming out of high school and college with zero experience and qualifications, meanwhile Indian students graduate having every skill needed.
