This worldview is kinda true and it will become more relevant for more people very soon. Let me explain: there are people that due to their own insufficiencies can't advance in the world in any way. Their lifestyle is completely decided by people in power. The group we can absolutely agree about are intellectually disabled people. Person with 80 IQ can't improve their life. How their life will look like depends on other people who have the power. That part is obvious. But now the world is becoming more and more complex and AI will take away jobs that were created after industrial revolution, but won't create new ones. There is a future where 80% of people can't influence their lifes positively. The only option for them will be to complain like this and demand change so they can have a life. I am not saying what is good or bad here, just that this seems to be an inevitable future.
