No. But in a corrupt system, only the corrupt can rise to the top. That doesn't mean that nobody else can lead better than them. It just means that the system is so crushingly oppressive and better leaders are seen as competition to the corrupt elite. No amount of overachievement and inborn leadership ability will allow you to fully escape the system in which you operate.

The paradox of power and governance is that the in general, almost all (but not all) people attracted to or that get into power are immoral and or tyrannical. All people that hold absolute power for long enough, will become corrupt. Hence, good people who would become good and effective meritocrats are exceedingly rare because they do not want power for the sake of power, and they only want to stay in power a short time to enact changes. Meaning, in order for a meritocracy to sustain itself, there must be a continuous chain of good and effective incorruptible meritocratic leaders that must present themselves and be chosen by the people back to back. Which is not presently possible in the current system of USA government and the world without serious changes to government accountability (no more universal immunity and absolute power).

The problem is that bad people don't have thoughts like "Am I a good enough leader to do this job properly?" to stop them, they just take their chance to get rich and fuck children.
Being evil isn't related to your ability to gain power, but the guy who WANT power are more often than not total psychos.

watch willy wonka 1971. the story (world) is run by a liar who recruits the kids into the chocolate factory (system territory) after they have won the tickets to be there. in the factory there are many deceptive vices. most of the kids are in a way better position than the main character, and they are even more pampered and forgiven by their respective parents the more they act a bad way, yet they fall continuously to temptation until they are pulled down by the very vices they indulged in and disappear (symbolic death.) in the end all of them fall, the remaining kid does too, not in same severity but he was still able to prove himself and inherits the chocolate factory (kingdom.)

the reason the main kid failed wasnt for the same vice indulgence the others did, but for a even worse reason, due to his conditions, the liar appeared before him and made a deceptive promise, he wanted him to steal the secret recipe in trade for money, of course this was a lie preying his biggest vulnerability and insecurity, which was his poverty. his intention however wasnt bad, he wanted the money for his family, he was severely poor. towards the end of his walk throughout the factory, he fell for a temptation, but has ashamed, he learned his lesson, when finally meeting wonka towards the end, wonka says he wont win a prize, because he cheated the rules. the kid and his grandpa think it was because of the last trouble, which was little in his mind, which indeed was, however that wasnt the case for wonka either. the kid proved himself because he realized something, he was lying, he did steal the recipe, but was dishonest to wonka. he repented his actions and proved himself to wonka. thusly he was given the inheritance of the chocolate factory.

where im getting with this and my attempt in elucidation of your very question isnt that the world is bad, the rulers may be, but it is not the whole focus, the law too is apply to them. what it is that theres a worldly gatekeeper. he doesnt gatekeep by means of oppression, but by means of abundance. if i were to say you so many things, but only a thing were true, would you be able to discern? in wonkas room, there is a lack of a half in all things, the gatekeeper then can be his symbolic twin, or his dualistic extension. if we are made in his image, the 'demiurgic' figure may be this gatekeeper reflection in ourselves.
