We don't have a lack of garbage collectors, grunt workers, etc, so what is it specifically about this field that turns people away? We need to actually find out and course correct if you ever want these issues to be solved, and the fact that the powers that be never do is (to me, anyways) all the proof you need that they don't actually want to fix the problem. They just want cheap labor.
The fact that delivering packages pays a good 20% more than entry or low level IT work is absolutely insane.
