Hitler's original theory was to simply remove all Jews from Europe so they'd just be somewhere else and not be a problem. This is pretty consistent with all of his writing and speeches prior to about 1940. During the course of the war he started listening to more extremists on the subject more and more as the allies encircled Germany, each of which was clearly being puppeteered by Jews.
Heydrich was the guy that came up with the idea for the liquidation of interred Jews, which Hitler originally had planned to be deported to Madagascar after the war. The idea reached Hitler soon after and he greenlit it, just so they could be done with the issue and move on to winning the war.
