No, because what keeps a system like this going is that nobody is "unfairly" selling out anybody else on the system.
If somebody decided to publish a partial list, those who are in trouble are incentivized to say "well hey these other people are on it!", everybody knows that could happen so in that way they protect each other.

Likewise, if somebody did something that those doing the blackmailing didn't like, everybody on the list is able to coalition against them as well. This is why the physical evidence was so powerful, because that is legitimate and isn't "just trust me".
Also, don't believe that the list/evidence would ever be destroyed, it is far far too powerful and if it actually happened then the very reason for it's creation is also destroyed, it's blackmail. No blackmail = no leverage over people on the list.
