Ideally the reactor and the waste disposal site would share a location. Which might be a good idea anyway since you need a highly geologically stable area to build either of them.

Just we should never, ever, under any circumstances assume a nuclear system is 100% safe. You know the saying about idiot proof systems and the universe inventing better idiots. Still. Between modern designs, on site disposal, and advanced fuel reprocessing? The rewards vastly outweigh the risks.
