It's a fundamental design issue not easily corrected. Europe and Japan had clustered large cities from the get-go and so tight transportation is more intuitive than roads and cars. The US developed by settling down land far apart and with acres of land to yourself. It was never practical to make good public transportation, roads and cars replaced horses and dirt trails. It's simply impossible to make the system work for the US and any attempt to do so is not profitable at all.

Every proposal for it pales in comparrison to driving yourself. I live in Nashville and they keep trying to do either a local train or one to Atlanta, they both add at least 30% travel time compared to a car, even with traffic. The only use would be the maybe 5 days a year where some holiday downtown turns the freeway into a parking lot.
