I would say it depends. Most places have basic security controls, the police here does patrol at night, some areas are filled with homeless people that may or not be drug users. You are safe when avoiding walking alone in dimly lit areas, parks, unkwnown neighbourhoods, etc. This advice extends to Brazil and every other South American country as well.
