In the middle ages, nobility hired Jews to be their taxmen and money collectors because the domestic population could easily be turned against them, which meant there was a built-in incentive for Jews to behave as model minorities, and that the nobility could pogrom some Jews to placate the peasants during times of civil unrest. Back then (prior to the black death) peasants were abundant, so a bureaucratic class needed to be imported.

Now in the modern age, cheap manual labour is what is in demand. You have only two pools for mass slave labour to draw from, Indians or Chinese (and chinese diaspora in east asia and SEA), the onoy two ethnic groups with a sufficiently high population. Chinese are no longer desirable for a variety of reasons:
1. Chinese have become too cosmopolitan (wealthy/savvy in the modern western world)
2. Their home country has climbed the value chain to the point that they're directly competing with the US, meaning that now the US' long term goal is to destroy them, so hiring them as workers means benefitting them and is no longer done
3. Their culture and people have generally won over the domestic populations and integrated fully so they can no longer be easily scapegoated/pogromed/expelled in this century at least. Plus because the Chinese exclusion act and Japanese internment camps are still so recent in memory.

Which makes Indians and South Asians the perfect exploitable targets. They are banking on Indians having no unity and having no special loyalties towards Modi and India or Pakistan (maybe Bangladesh/Sri Lanka too). And they know they can ramp up the domestic hatred against them (these racist operations we've seen on social media were the elite testing the waters, like revving the engines of the machine).

"The question of why labor might be needed from India should be addressed directly to regional labor ministries, because applications for foreign labor come to the government from regions that analyze the state of the market and the need for replacement with foreign labor. If such an application exists, then it should exist on the basis of real data on the labor market," the deputy said.

The need for workers in certain specialties also depends on the regional labor market, Bessarab added. She noted that some regions need agricultural workers, while others need workers in the metallurgical industry.

"In any case, the State Duma is making all necessary efforts to eliminate illegal migration and to increase liability for violations, up to 8 years of imprisonment. We also require [from those arriving] knowledge of the Russian language and cultural values,” the deputy assured.

On July 9, Besedin, referring to the statement of the Ambassador Extraordinary and Plenipotentiary of India to the Russian Federation, said that Russia expects the arrival of a million labor migrants from India.
