This is of course not with strings attached. The young should be working to get off the safety net and the elderly are supposed to help the young achieve their goals (watch the kids for a little while is the go-to example and function).
However in many families this is broken as the family unit is fundamentally broken in general.
People are treating their families like free resources or OWED resources.
For example, parents pushing their kids into sports or music or acting with the hope that the kid hits it big and they can just mooch off that kid.
Or kids being NEETs and draining their parent's resources.
