That's not really what sayanim means. They aren't literal spies or plants. They're simply any Jew who is willing to help Mossad. Israel considers all Jews around the world to be citizens, so it stands to reason that all Jews consider themselves to be Israelis in some way. All Jews are sayanim or potential sayanim. This the rule they themselves have set.
